Coding and Completion of GroDelivery.org

We need a back-end coder to complete our project. As of now, we have the design completed in Adobe Illustrator CS3 (anyone looking to take on this project must have and be familiar with CS3) and want someone to complete the PSD to HTML design. It's a fairly basic html page that uses a template. Also, we need to install shopping cart features on our website for ecommerce, so familiarity with XCart is important. We need to control who is able to log in and order our products through the shopping cart. See attached images to see what it looks like... the other pages are mostly just text entry, so it's pretty simple. We need to be able to make changes to the website as well and update it routinely after you're done with the project, particularly in the integrated blog section and the menu section.
