Convert Excel Quote Sheet to Web App

I have an Excel Workbook with a Commercial Insurance Rater which gives me quotes for potential clients. I would like to make it into a web app so that potential clients can go online and get a quote by themselves. I want the look and feel changed completely, more like an online quote form from an auto insurance company (3 steps to a quote or something like that). I would like to incorporate explanations (maybe in the form of popups when they hold the mouse over the question mark) as the user navigates through the quote form so they get an accurate quote. Once they complete the application it will provide them with an "indication" (ballpark quote), which is usually? 90%+ accurate pending other information about their company operations. If they like the quote they could proceed with an online application which would autofill into a pdf or other format into the company required application. Once I receive the completed application I would send in for company review and send them back a "firm quote" which I could then sell. Open to suggestions. ## Deliverables I would like the web application to look up to date visually and not like an Excel spreadsheet or outdated website. I currently have a website, but it's a Yahoo Site Solution template that won't work with this web app. I will most likely, but open to suggestions, just have a button on the site to go to the web app in order for users to get a quote. Once again, I do have an Excel Spreadsheet with all of the rules for the quotes already built in so it should make programming easier with the current tools available to convert excel to web apps.
