custom whois server

i would like a custom whois server, written in perl or ruby, which does the following: 1) works for many top level domains including but not limited to com, net, org, eu, us, [login to view URL], jp, de, cn, [login to view URL], [login to view URL], [login to view URL], [login to view URL], [login to view URL], [login to view URL], fr, ca, [login to view URL], es, [login to view URL], [login to view URL], [login to view URL], in, [login to view URL], ru, [login to view URL], nl, be, ch, se, etc. 2) work via command line where i pass in a top level name and a suffix, and it checks that name for that suffix. 3) also work as an smtp server on my linux server, so i can send email to whois at myservername with a domain name in the subject line, and have it email me back whois info. before you start this project, please explore existing whois services such as [login to view URL] which claims to work for most countries but which seems not to. if you do not think this project is possible as specified, but you are still interested in it, please email me a detailed response to what you think you can achieve. if you are not yet rated for 10 or more projects on rac, i still welcome your bid, but if so, please send me a very detailed bid with more info about your capabilities and related prior projects, ideally with a pointer to your website and/or examples of prior work. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
