Career Website and Perl Scripts

I am looking for a coder to build a full fledged career site written in Perl and with the html code (for the site design) seperate from the perl code (using templates). The site must compete against the likes of [login to view URL] and allow the user to manage their own progfile, upload CV, edit CV, keep a list of job applications, and also be able to e-mail agencies with updated info etc. It must also have the same level of control for recruiters to post, edit, delete job listings, send emails, newsletters and so on. Example scripts are available for achieveing specific goals and these can be used as a working example. I will be looking to the coder to make suggestions on features and generally collaborate "before" we actually start work. This will help us build up a decent project specification. Work will be ongoing and updates frequent. Some code bases will be supplied but not released until after a bid has been offered for reasons of commercial confidentiality.
