Aplication to insert products and categories on prestashop

I have a database in access with categories and products. I need to put then on my prestashop store.
Basicaly the categories have the fields id_categorie, name and id_parent.
The products have the id, name, price, tax_rule,image, id_category, reference, description.
I don't need to sincronize the prestashop store and aplication, all i need is to insert or update the products and categories in prestashop store.
I need someone that understand very well the prestashop structure so that the images of each product uploads to the right place and all fields goes to the right table in mysql.
So i think you must build a vb.net aplication (i prefer vb.net) to send to the server where is a prestashop store and maybe a php script to read the information send by vb aplication so that can insert or update information.
This is my ideia but if you have other better i'm listing to you.
Remember I need someone who knows very well prestashop.

I can get this done need more info also suggest doing this normally with CSV import why build when its there. I have imported 3500 for a client in Prestashop
