Add PECL bbcode plugin and adjustments in Phpbb

This is a quite small project with some adjustments in a Phpbb forum ( multiforum ). Quite easy job I think: - Install PECL bbcode so I can use new post on the frontpage outside of the forums. This is the installation only, not to make this active on the fronpage at this time. - The forum offers forumhosting. One of the biggest forums has moved, but has not paid their bill. They have taken the forum down and with my limited knowledge I can not get it up using the adminpanel. Need help to take over the forum again and take it online again and make me admin of this forum. - There is a counter on the frontpage that counts all posts in all the forums. This does not count all new posts, seems like it only counts one out of 10 or something. Need this fixed. - Make it the forum standard that when people write in a post they will get an email notification. Now they have to activate this function. Want it to be on as long as people does not deactivate it in their userpanel/profile.
