Budgeting app in PHP and (Flash or Javascript/XHTML)

I want something that will allow someone to make a "zero based budget." You can see a <a href="http://xavisys.com/temp/">sample of what I want</a>. It will need to have user accounts, and remember the figures that are put into it. Giving the user the ability to make budgets for any month. It needs to have either a Flash frontend (done in Flash 8 Pro or similar), or a nice XHTML/JS frontend (probably with some asynchronous stuff). If the frontend is done in flash, I need to be able to edit it with Flash 8 Pro, and I want it pretty current...using all the capabilities of the latest technology. If the frontend is done with XHTML/JS, I want it to validate as XHTML 1.0 strict, and be VERY cross-browser (at LEAST IE 6+, Firefox, Opera, Safari, Netscape. Hopefully all the smaller ones too). I don't care if JavaScript is required for the app to function properly, but validation should be done in the backend too. It will need a backend written in PHP5 (no external libs like PEAR), and MySQL via the mysqli extension. I want all the PHP to be done in an OOP style. Code should be commented to the extent that someone who knows what they are doing can tell what's going on. Bids over $40 will only be considered for solutions with a flash frontend. Platform: You can view a <a href="http://xavisys.com/temp/phpinfo.php">phpinfo</a> and can therefore assume that all MySQL can be targeted at 5.0.22 and newer and all PHP at 5.1.4 and newer. If flash is used, it needs to work on the latest flash player, and ask them to upgrade if they don't have that.
