Black hat SEO (Not ''white hat'' and other amateurs)

Am looking for a very "Black hat"-SEO who is very experienced with black hat SEO techniques. If you are un-sure if you are a white or black hat SEO - then it is simple to figure out. If you are able to accomplish a top 3 ranking in less than 10 days - then you are a blackhat - if it will tkae you more than 10 days - then you are a white -hat seo). Have a site in a very competitive field (top 10) and want to be in top 3 in google within 10 days for a specific phrase. Please advise/propose what you intend to do and your budget as well - max $400 Please understand that the project can either use my existing high ranking site or use parasite hosting - either is fine.
