Create a Drupal Template

We have a website created in another content management system that we would like rebuilt as a drupal site. The homepage is the most complex part of the site, and then the secondary pages just need to be able to have the correct templates set up. The site also requires blog functionality and forms. The homepage is 'long copy'. Site hosting is not required at this stage. I have attached a pdf of the site and styles included in it. We have license to use all the images in the site. The site has been built by another provider in their own CMS. This comes with ongoing costs which are fine. However some large hidden costs have been revealed and this has ruined my trust in them. I would like the site rebuilt in Drupal so I can manage it myself more easily.
