Create, code and implement a VBulletin Skin

Hello, We have a new project that we are looking for a provider for. We are in the process of changing our website design and are now at the point where the design is finalised. It is now that we require the design to be ported into VBulletin as a skin. We are able to provide a JPG/PNG/PSD of our current web design - It will be upto you to create it into something that you can then port into VBulletin as a skin. We require that the change from standard website to forum be seemingless, so all aspects of the design must remain, ranging from the menu bar to login bar. Unfortunately I am unable to provide a link to the design to anyone except for the winner. IMPORTANT: We have had several customised modifications built for the Forum that have been specifically built into our current skin. It is absolutely mandatory, as part of this project, that all current modifications will work on the new skin. We do have the product, however we do not believe it to be the latest version.
