Building a social networking website

I need a social networking website to be built over next one month. 1. Features: Facilitate payment collection, creation of new accounts, searching profiles, chatting within the website between the users, secure website, upload and share documents between users 2. Timeline: Target by end of 2013, latest Q1 2014 3. Expectations from the freelancer: Responsive, flexible to go through multiple versions of the website, ensure successful launch of the website, troubleshoot any issues, should not use copyrighted artwork, prior experience with similar websites, respects intellectual property 4. Conditions: Base payment (US $200) will be made only after successful and satisfactory (for the project owner) completion of the website; Bonus payment (US $50) will be made after successful hosting and real-life troubleshooting of the website
