Convert existing to use flash, webcam chat and log in

I have an existing website with some text and pictures in an basic and unattractive way. I need someone who can put these photos on display using flash and other techniques as seen in for example at site mrgreen dot com which is otherwise not anything like my site. It is just something that has the visual format I am looking here. In addition, the site need to be converted to include also a log-in feature where user needs to identify by using password and account. The photos seen after log-in must be able to be selected by webmaster individually for each user with an account. Finally, I need there to be a webcam chat option which can be used for video chat like skype etc. I am a student so budget is low however a succesful job will very likely lead to future co-operation which will have many more fruitful opportunities.
