configure dns for w2k3 server so email arrives at hotmail(repost)

Email sent from php to hotmail on my w2k3 server does not arrive. I'm guessing some dns or smtp server is incorrect because the server is NOT blacklisted and emails to other domains do arrive. Colocated dedicated server. DNSreport says no NS found. Requirement: php emails arrive at hotmail accounts.
