A Site that can add members and edit the code for each member...

ok this is complicated in my eyes, but might be easier for you lot! basically i am a member on a forum... i run a betting sign up deal, where people ask for a page of links, i give them their links and then if they sign up to any of the bookmakers i give them cashback, and each link is unique to them, so that i can tell who has done which deals! the problem with this is when i want to add or remove a bookmaker to the list of bookmakers available to my users, i have to rewrite over 200 html files to either add in the bookmaker or remove the bookmaker! ideally, id like to be able to login to an admin panel, where i can add and remove bookmakers. and this will update the pages for each person who has a link you can view what the page i give them looks like at the moment at [login to view URL] so... basically when some1 asks for a bookmaker link, what i want to do, is login to an admin panel, hit add user, and that will make a page for that user. for example of i make a user called "rentacoder" it will create a page similar to the link above, and each bookmaker banner will have the SID (tracking code) changed to "rentacoder". And it will create [login to view URL] i dont need it to have users to sign up, i simply want them to be viewing a webpage, and that shows the bookmaker links and deal details! if i change the bookmakers, their page changes! Is this possible?! It would just make thing a lot easier for myself!
