Billing system for VoIP company

We are in need of a Billing system **Admin Section ** Manipulate Rates - Would prefer to upload a file that would allow set all rates minimums Add/Remove Users Give Credit See Statistics ACH money from Customer Bank to fill account **What it needs to do:** The system needs to get CDR records from our Authentication machine every 3 mins and compare them against the Funds on the customers account. If the customer goes over it will send an xml request to the authentication machine to suspend the account. It also needs to be able to send a XML request to the same box to Add or unsuspend the account. **Customer Interface:** See their CDR Records (daily/Monthly) See $ Amount Left on their Account Add Funds to their Account Change Account info **Sales Reps ** We also have Sales Reps only that need to be able to enter the sales info what Rates (cant go below per minute charge set by admin) the customer wants,Sales Rep ID, Customer Account Info and then submit the form and have account created and ACH debit to fill account to the requested amount. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
