Basic photo sharing and rating site

We require a basic photo sharing and rating site. The main function of the site is to allow someone to upload a photo, and other visitors of the site can rate the picture, or search the photos, and rate each one. They can also add comments. Admin level on the backend can moderate photos submitted as well as any feedback or comments on photos before they can be viewed on front end. When submitting a photo, the user can add details on a form, and also MUST put an email address. An email address is also required when rating a photo. This email address is stored on our database and each day, we can email one photo to users for them to rate. Please visit [[login to view URL]][1]to gain a slight understanding of what we are doing. There are some slight differences between what we are doing. On the backend we should be able to see every photo and the rating each of them has, and sort through them. We should also be able to grant membership status to photos submitted. No login function is required, so it is less complicated, we will manage all our memberships offline. The design of the site should be similar to [[login to view URL]][2], we welcome the use of flash to make it look good too. We are open to the use of open source to help keep costs low. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
