Detect and install .NET framework

What I need is pretty basic and easy, but since I do not have Delphi skills, I'm posting this here. Basically, I need an application that will detect if the .NET Framework 1.0 or 1.1 (based on the command line argument that is passed to the application) is installed. It should also detect what language the OS is in (french or english only). If the the framework is not installed, the application should ask the user whether or not to install it. The framework will need to be installed in the language of the OS (French Windows = French Framework for example). If the users denies installing the framework, the application closes. If the user decides to install the framework, the application waits for an Exit Code. If the framework was successfully installed, another EXE is launched (my setup program) and the application is closed. If the framework is already installed, the application simply launches my setup program. I have all the information needed already to find out if either of the frameworks are installed (simply registry and/or folder check), and the information on how to retrieve the operating system's language (registry). Bear in mind that I need to retrieve the OS language, NOT the locale language. Your application should be STAND ALONE. No runtime or anything else should be required. This is why I am having this done in Delphi. Your application should be called like this: [login to view URL] 1.0 -or [login to view URL] 1.1 (or something similar). An experimented coder will probably spend no more than 20 minutes on this, especially since I did all the research regarding how and where to get the information. I need extremely clear and commented code. I might need to do slight modifications to your code and since I'm no Delphi wiz,... I need this. Think you can do it?
