C programming

I want c program which is as following: 1- reading an image file. 2- dividing the image into four blocks. 3- sending one to sub program which apply blur filter (low pass filter).After that, it sends the result back to main program. 4- repeating the step above for each block until the last one. 5- At the end, the main program has to reassembled all block to preform one image and display it. The deadline is 14-09-2011. my budget is $35
