A program that Connects to a web page for live hit stats.

This Program will be in 3 parts. 1 being the server program. This program will let me be able to control user accounts, The user must be able to sign up on the Internet, and the sign up gets send to the server program, So the user can use his account. 2 being the client, The client will be connected to the server program. It must have a chat, to chat to the users visitors, that's a privet chat. Remember all of this will be going thru the server program. The client will show the users the visitors IP address the last visit, History of the user, total history of all users, and again all of this will be stored on the server. 3 being the javascript program or what ever is the best for this job. it will send data to the server, and the server will look to see is the user client is connected to the server and then sent the data to the client. A good Ex. of what I would like this program to be is the program LivePerson found at [login to view URL] this will give you a idea of what kind of features I would like in my program. I'm realy hoping you can do this in Visual Basic. But from what i understand you can only do this in C++. I know visual basic and it will be easyer for me to update this program in VB. But if it is best to do it in C++ then C++ it is. This program must be a independent server. That means it must connect directly to the client and vice versa, But it can connect to a web server for the IP address of the server, but it will defalt to my IP address, if it can not find me then it will connect to a FTP serve and downloaded the latest IP to connect to, and make that IP the defalt IP. And when it connects to the server it will check to see if it is that latest version, if it is not the user must download a new version. I have made a program that is just for look to show you how i would like the program to look like. I have uploaded to this page.
