DLL file creation using video encoding/decoding SDK

I have a requirement for a DLL file (or files) that will provide video encoding and decoding functionality based on numerous popular codecs. The codecs are industry standard and are supplied by a well-documented SDK. I will provide some sample video files to test successful decoding as well as raw, uncompressed video files to test successful encoding. This should be a very simple project for an experienced c++ developer.

The winning bidder will supply all source code for the DLL(s) as well as the DLL files themselves. The final deliverable should also include any necessary documentation on successfully invoking the DLL. Example usages in Visual Basic 6.0 and Visual Basic .NET 2008 are required.

I will be available to assist for testing purposes over the course of the development process.

Winning bidder should be fluent in English.

I will require signing of an NDA between my company and the selected contractor.
