A good worker

I'd like to have a web design the first possible. He must create a the design of a website of 40 pages. the article are alredy written. The website must be done in html. The website is about online game. To create this website I think that it is neccesary about 60 hours to months ( I want that you work almost 2 hours form Monday ). ( I'd like to have web design to find a web designe that want to learn )[ If web designer is good,the price can increase and the hours ] The web design'll work with me and with a writer. I have seen that very web-designer don't work well and so I'll pay in the end of the work. I want to have a person that work hardly and very well. I want to say in way very clear this is a project. If you do well this project you can work with me more hours and to a price more hight ( about 2.5 $ and 4.5 $ to hours ). I want that you do the bid for these project. I have had bad experineces, I'll pay to end of the work and I don't want nothing late. I am serious to 100 % but I want to have only person serious to 100 % with a big wish of well work ( and not a worker that change job where there is wind ) I need the web design of a website 40 pages. the web designer have about 40 articles with these article he'll build a website.
