CCTV capture Programming Modifications ASP.net

The project have combinations of CCTV's all over singapore which captures images & gets stored in the SD card of the cameras, the programming base or blue print have been done just some modifications are required as below:
[Problem 1]:
images are uploaded out of sequence
[Requirement]:
All images should be uploaded at once (more the 200+ cameras right now which will increase continuosly and in every 5 minutes new images are clicked by cameras, 24/7).
The recent images should be uploaded first, the older ones can take some time but within one day itself.
[Problem 2]:
The downtime is not getting calculated (System & internet downtime)
[Requirement]:
A formula need to be created to calculate the downtime, when the camera or internet are down.
The downtime log and chart should be made as a diagram in a monthly chart.
