Appeal Book PDF Resizing and Numbering Utility

This project would best suit developers who have had experience in programtically manipulating PDF documents. We are looking to partially automate a partuclar process we currently doing manually and takes a very long time to complete. Ideally we would like to have a utility that can troll through PDF documents and resize the pages if they are outside a pre-determined area on an A4 or A3 page. The PDF pages can contain scanned images in Black&White, Grayscale or Colour. After the resizing process, the utility would add a page number and an index to each page based on various Court requirements in Australia. The attached requirement document and examples clealry describe in fine detail of how we imagine the utility to work. The requirement document also describes the various type of numbering and indexing methods that can be applied depending on the Court the documents are being prepared for.
