Barcode reader application

We need a software that takes all the tif files on a directory (multipage tiff) and separates by a indicated barcode in two stages. For example:

page 1: barcode "New Document"

page 2: barcode "History"

page 3: text

page 4: text

page 5: barcode "New Document"

page 6: barcode "History"

page 7: text

page 8: text

page 9: barcode "Finance Information"

page 10: text

page 11: barcode "New Document"

page 12: barcode "History"

page 13: text

page 14: text

page 15: barcode "Finance Information"

page 16: text

Steps:

1) separate for each "New Document" barcode.

2) Show the document (can make zoom with keyboard, show thumbs, go to a specific page)

3) Show the other separators (barcodes) and it's text

4) When the user hits enter, must create a folder with a index name, and separate each barcode into separated documents.

The software must be faster and we don't want to user third party add ons.

It has to validate if the file and folder to be created exists, behavior must be defined previously by checkboxes (Overwrite folder, overwrite file, add number, etc.)

All on the screen (next page, next document, zoom, see thumbnails, etc) must be doit by keyboard combinations (and must be changeable by customizing)

Inputs are multipage tiff, output must be exactly the same quality and file type

The software MUST be developed on VB.NET, project assign will be faster, development must be faster too.
