Dental materials ordering web based program

Fairly simple project,I have dental surgeries in different areas of England and I need a web based dental materials ordering software. 1. It has to have different levels of control (admin, super user , user...) and every time someone makes an order I need to know which user has made the order, the total amount of money spent on the order and the date and time of the order. 2. I need to be able to enter the materials that we are using with their a) Codes, b) Price before VAT (tax) and I have to be able to define the percentage of the tax ( the government changes the tax every 2 to 3 years) , C) The page that the given material is in our ordering book, and D) The quantity that we are ordering. 3. The program has to have the ability to restrict a user on ordering materials above a given price limit that the admin will be able to define. In simple words if a nurse is ordering materials, once she has riched 200£ per two weeks time the program doesn't allow her to order more than this amount of money for this particular surgery. So I need to be able to define a money limit over ordering and a period of time that the limit will apply per surgery! 4. The program has to categorise the different materials( BURS, COMPOSITES, ENDODONTIC INSTRUMENTS...) and every category to place the products in alphabetical order every time we add a new product. 5. After an order is complete the program has to save in the history of orders folder (Autosave please) 1. The order 2. Name of user 3. Date and time 6. Finally it has to print the list of product that are ordered with the name of the user who has done the ordering, time and date , and price per item and a total price with the VAT % added. That's it!
