Complete Electricity Meters Estimate billing APP- Android

I want some one to complete a project did by other company and I did not like the final result. Main target of app : (NOT DONE - they did this ,,, but not working as they want it ) 1-User register to the app - using electricity meter ID 2- take a photo of electricity meter with the the number. 3- app should scan the text and save it in database for (First Read ) 4- when second month came , user take another photo ( Second Read) 5- App compute the differences between 2 numbers and then estimate the bill. Result Not working : The problem is : the app would have an icon where user press and go to (Google app- called goggle ,which allow the user to take photo of the electricity meters or any photo and scan the text ) . User then would copy the text and go back to the original app and paste the text and do the app do the rest of calculation. We did NOT like it : Electricity Company did not like this solution for this reason : 1- Long scenario of using 2 app and user have to download two of them . 2- the photo is taking by the google app is not taking good Quality photo as result it won't dedicate the Numbers in photo .So user would have to enter number himself. Considering that most electricity meters are outside and the photo get effected buy sun light which affect the photo quality. Other features : (DONE) 1-Screen paying for bill online (Muscat electricity company said that the would take care of it for security reasons, they would do it themselves as they have this feature in their online website already) 2- record for every month bills ( so user can keep track of all the photo he take and how much he is spending) 3- screen for feedback and contact the company .
