Build an Android and IOS application (Design is ready)

I would like to explain you the app a bit so thst you can tell me if you guys can do the app. This app should have two type of users: Businesses and the Random users. Businesses only can post and create events. So posting will be some photos to tell how the last night is gone or something but the posts shouldnt send notifications to people. But when they create an event, this event should go to everyone by notification. Also he can put photos on his hotel profile and tell for example whst they preffer you to eat or in this hotel has free wifi, delivery or stuff like that. But a random user cant post. He can just watch the posts on the news feed, get notifications, and have the notification panel. So this user will choose from which city does he want the notifications come from. If a caffe bar is from Prishtina, and user if from Prishtina, then he will get notifications only from Prishtina. But if he choose i want notifications from Prishtina and Gjilan, then he will get from two cities. Also a search panel when he can sesrch them and call them. And the most importand, it will be a "where should i go" option. So we suggest the best places in a city to go and eat or have fun. Design is ready. Both platforms. As u know we will make this for Kosovo, every business will pay 10 and 30 euros per month, 10 euros are without ability to post events, 30 are with posting. So in the end of the month they wont be able to use untill they pay. Kosovo is a small country, about 10000 businesses that we are frequenting. We hope to start with minimum 200 businesses. 30x200= 6000 per month. We want you to make you guys an contract of 15 % (could negotiate) of the app for 1.5 years if you do this app with 200 euro, which means about 20000 euros per this period of time with only 200 businesses, but of course there can be more than 2000 businesses. We have our promoters that will go to every business and offer this. For this period of time you will manage entire app, will make updates everything. We will design new things so the next app will be ready in 6 months that means we will include every kind of business. Please, discuss with your team this partnership offer. Anyway we are ready to pay till 900$ if you don't accept these terms. Thank you.
