Hi,
This is a fairly simple software project.
The application will be designed as a service that runs in the background when it's installed on the Android.
Inside of the application we're doing some image recognition. We're looking to recognize 2D barcodes. I've attached a couple images that are examples of these barcodes.
The service that runs in the background will have to perform image recognition of the barcodes and return any information that is embedded in the barcode. The barcode will be embedded with a URL, and the URL needs to be read from the barcode and loaded into the mobile phones web browser.
This is an application that will run execute when the user takes a picture. Each time the picture is taken, the image will be routed to our application. The barcode reader will look at the time to see if it recognizes a barcode. If it doesn`t then nothing will happen. If it does recognize a barcode, then it will look for the information that is embedded in the barcode, as in, it will decipher the information that is in the code. Inside of the coded information in the barcode will be an identifer ( a long string such as a GUID ) that will uniquely identify barcodes that originate from specific devices. If the barcode contains this identifier then we will look for a URL inside of the barcode information because we will know it`s there because we have identified this barcode as to be part of our network. The application will decode the URL and then make a request to the phone web browser to navigate to the URL.

A library that can be used by the application will provide the Barcode decoding. I will purchase and forward the library to the developer.
