I have experienced this when building extended controls in my current work using ASP .Net Webform. It is asynchronous since I used ICallBackEventHandler in the code to render the needed client-side code and monitor feedback through the GetCallbackResult method. And actually it was bound to the bootstrap library since our management requires to change the new solution theme. Although you require User Control, I could manage to create with it somehow and should not be a problem.
