Best css xhtml programmer Urgent!

Hi

I am planning to redesign a site. The site will have the menus as shown in the attached jpeg. And the rest of the elements in the site will be controlled by CSS.

The site has 5 simple page.

So i am looking for a great css/xhtml programmer.

It is an urgent project. I would like to finalize someone by the end of the day and start the web design work.

The web designer should be accessible by IM and available for quick turnarounds.
