dhtml popup script

Hello I need a dhtml popup script to show unblockable layer popup windows. The script has to work on click and on page load The script loads from external file like this <script src="[login to view URL]"></script> The popup has to scroll fluently when user scroll the page, and has to show a close link Only html and css design, no images, nice design/layout is important for this project. If you have samples please post them.
