Depending on your needs, d3.js, highcharts, or google charts might be a good basis for the charting engine; all of which provide a solid foundation to start with. If you need analytical ability, I've recently completed a study of off the shelf BI tools, and could provide recommendations there. It is hard to give you an exact quote without knowing the scope of your reporting needs. My bid would include subcontracting any needed graphic design (I take care of general UI design, but sub out the final polish) and some of the QA work.
