I will begin by telling you that I am Google Adwords Certified and that I am ranked top 1% among Adwords testers on elance.com.I will briefly list below how I approach a PPC marketing campaign depending on the your requirements and job type:

Before re-setting up your account, I always perform a Competitors Analysis and a Keyword Research.
For Competition Research:
- I use paid tools (like SEMRush) to get relevant data about your competitors?
- I create Excel SEO files with detailed information about the keywords used (CPC, competition, SERP rank, etc)?
- I create Excel PPC files with client's competitors PPC data (Text Ads used, Advertising Costs, etc).
For Keyword Research
- I will analyze the website and use the product lines/services as the start point in determining the most valuable keywords to be used.
- Doing a thorough keyword research will help in the next stages because it will provide valuable information that I will use to create the Account structure (Campaigns and Ad Groups "tree").
- Keyword Research also helps with defining the initial list of Negative Keywords that will prevent irrelevant traffic from triggering the Ads thus keeping the cost low.
