I'm hiring illustrators to make simple cartoons (usually just black and white) to spruce up some corporate training videos. Sometimes they are simple portraits, sometimes they're scenes. I prefer to get vector based or Illustrator files so that I can give them a little motion in the video to make it more dynamic if need be. Attached are examples of the different styles I've used in the past.

Our offer is $25 per color illustration and $20 per black and white illustration.
