Create a simple web page builder, Just code, Design is ready..

I want somebody who had already done this kind of application and has to be experienced in visual basic . NET because I need this to done asap. Copy and paste bids are not allowed. I don't want a paragraph on your introduction. Just tell me that if you are experienced in this kind of app and how much time it would take to complete this.
