Create a 3D animation video on drones/ security

Requirements: I require a 60-90 second animation video in 3D, that outlines an idea based on a story line. Looking for an expert who has worked in animations to help develop this 3D animation. The story line is based on "tracking drones for airspace security" With the rise of micro UAVs over EU & US airspace, growing security concerns need be addressed. This includes the potential for collision with aircraft and ground vehicles, property damage, breach of privacy, smuggling across borders, terrorist use & entry into restricted zones. As lawmakers fashion new laws, we tackle the tech challenge of tracking drones in flight, along with easy compliance for both hobbyists and businesses in comporting with safe operations, detection of misuse, & decision to intercept. A number of scenarios will be defined in the story line to be covered in 60-90 seconds of video animation time. It is a promotion video where I am trying to get the idea/ message across to the audience. I will pass on a short document with these scenarios to the best bidder/ person who accepts the project. I have about 4-5 days to develop it from its initiation.
