Create an Animated Background Using my Artwork

I have an EPS file for the attached JPG, and I would like to have it animated as a background which I will use as a backdrop for my green screen video. I need: - both chinese characters removed - both english words removed - buddha image in the middle removed - the hot air ballow graphic will first animate in as the opening title, followed by the other elements - animate in the 3 buildings... could be from the sides and from below. Not just animating in the entire block but ideally a more creative way of animating in. - color splashes to have slow subtle animations for 30 seconds. The vector EPS file will be provided so this should be relatively straightforward.
