Build a Website -- 2

Basically what I'm looking for is a site where people can book a car wash quickly and easily. Design: A website with a clean design, easy navigation, and a friendly user interface. User Flow: Users will go to the website, click "Book a car wash", they will then be directed to a register page where they will enter their information and credit card information. They will then be directed to a page where they will select a time slot, and then type in a address of where their car will be (they will only be able to enter a address within New York city, as we are focusing on a small area to launch). They will then click "submit reservation". Their card will be authorized for $25, but it will not be charged until the car washer marks complete. In addition, users will be able to view their order history and current orders in progress. In the event the user needs to cancel the car wash, they can do so via their dashboard, and then the car washer will get notified that the order was canceled. They will be charged a $10 cancellation fee if they cancel it 30 minutes before their selected time slot. Car Washer: Users may opt in to become "car washers". They must register on the website and will be directed to register an account. After they create an account they will be taken to a page to download the "car washer app" (IOS/Android App) to start work. Car Washer App (IOS/Android): The car washer user will login to the mobile app and click "Go Online". Once online they will get notifications of new orders, they will have 5 minutes to respond to the notification by clicking "accept" or "deny" car wash. If they click "deny", the order will be sent to the next closest car washer to the specified address. In the event that no car washers can accept the order, the order will be canceled 30 minutes prior to the appointment and the user will be sent a email saying that no car washers are able to wash your car, please try again later. (I doubt it will get to this point if you have a team of car washers and focus on a small area). Inside the app, car washers will be able to view their current orders and appointments. The IOS app will be very plain and simple to keep the cost low. As we progress further we can develope the Car Washer App to include more features. The key to the having the user download the mobile IOS/Android app is to track the location of each car washer (users who marked "go online") and properly assign new orders received to the closest car washer available. If a car washer has pending order, they will not be able to accept new orders within the same time slot (2 hour windows). Essentially car washers will only be allowed to do 1 car was per 2 hours to avoid double booking. Back End Administration System: There will be a backend administration system built in wordpress. Here we will be able to view past orders and pending orders. Each order will show all the details like which car washer the order was assigned to, the date, location and any other important information. There will also be a page to view all the car washers, with the option to approve new car washers and suspend car washers (suspending a car washer prevents them from logging into the app). Looking to have all of this done within 30 days. I would also like to discuss my project in detail over the phone to potential developers to make sure they understand what I want.
