Build a Forum-based Website

I need a simple forum-style website built, it can be super simple! It will need space for a banner and short explanation of it's origin. Basically, it's going to be a forum where you can log on and load a comment and photo of someone littering or committing a traffic offence. Something like this: [login to view URL] Then, a box where one can type a comment in, and upload an image. Can it be optional to create a profile? Sometimes people will just want to log something while on the road, without creating a profile. Maybe just drop in a photo, a comment and be able to insert a date and time, and place of occurance. Most recent image and comment added will be at the top of the page, oldest comments below that. A search box would be awesome to search by place of occurance, date or any words/keywords used previously. Thank you! Hope that helps! Blaise
