Build and Design a Website

I need a website that will help me with fantasy world building and with organising it as I go along, it will need a few key features; A Wiki, A Random Generator, Ability to search and filter content, a Forum and the ability for users to comment on the wiki pages. List of main pages; Home Page, Contact Us, Wiki, Forum Home page will just be an about us section, and then a news feed underneath where I will be able to post updates. Contact us will have a list of the email addresses to contact us. I do have specific plans for the organisation of the wiki, and the specific options I need on the generator etc. which I can handover once the design and creation of the website starts. The Wiki is just like any normal wiki, although I would like it to be a webform for filling out the details for a new entry e.g. a character, and beside each section of the form you are able to utilize the random generator to fill in the option for you. For the random generator I would need there to be a database so I can add to or amend the possible results, it would need to take into consideration other results, e.g if the race is human and the gender is female it will only pull female human names back etc. Search and filter results in the wiki, so if I search blacksmith I can filter the results to be blacksmiths of a certain age, gender, race etc. The filter will be based on the different categories the generator uses. The forum needs to allow me to be able to create new forums, subforums, and then the users to get different labels based on how many posts they have made. For users commenting, just show their picture and allow the ability to edit their comment. Please contact me if you are interested in this, I am willing to go above my budget if necessary.
