Book Design - 28 Tests with Answer Keys, on 60 pages, in French

I need to create an ebook (readable in all most important formats) that can also be published in print. It will contain 28 multiple choice tests (20 questions each, each question containing 4 answer options, although some questions are True or False) and the key to the tests. The tests are in French. I am not sure if this is an issue for a designer, but perhaps it would be easier for a French speaking designer.

I imagine that it should be one test every two pages, so it would be 60 pages (including covers). But this can be discussed and the amount of pages increased or decreased.
