Build a Website

I am looking for an experienced ASP.NET C# Web Developer to help me start on an interesting project. I would like to build a Test Management Website where I can Create a Project, Add Suites and Test Cases. Initial work should be simple. Essentially web portal where I can come in, create new project and add suites and test cases. Also i would like the ability to add steps to each Test Case. So here is what i would like to see: 1) When you go to your website "[login to view URL]" i get option to create new project and I can see already created projects 2) When I create the project I have an option to create as many suites as I want 3) Once I create the suite I will be able to create as many test cases as I want 4) Test Cases should contain certain fields like (Test Case Name, Category[Functional,Perft, stress etc, Description and Steps]. Once the test case is saved i should be able to run it and then enter Pass,Fail, Blocked for each step as well as for the entire TestCase 5) For now Configurations(Projects, Suites, TestCases) can be saved in some kind of file so when I come back to the website I can see it all. Plus: This would be bonus if you could use cookies to see if you should load the configuration file. If new machine or no cookie then consier the user as new. This should no take to long. I would also appriciate if the UI is nice( Banner, Buttons , Texboxes and so on) If this goes well and I like it then i would have definitely more work for the person.
