CGI Animation / Lightwave / VFX - Car Chase

I am looking for an animator who is capable of doing this ([url removed, login to view]). The reference video is 99% done in lightwave. Very little live action other than the people.
I would need approximately a 2 minute car chase. Must be realistic looking. No cartoon type animation. Would prefer that the chase take place and utilize the Washington, D.C. locale.

The video should at least be done in full HD 1080.
The video can be done in any software program that achieves the desired final output and looks at least as professional and realistic as the reference video.
