Design a Website Mockup

I am making a courier website with my microsoft experesion web by myself but i need a final touch to add contant,pictures,user management database I already have a template and i only want some touches and editing..Adding flash etc Just to make it little nice... The most important thing is the user management database where i can create and delete user any time with admin right. I can be able to add 5 to 10 users at the same time to see there tracking result page... Users can be able to login with the user name and password or tracking number or pin code to login to see the tracking result page and also log out. Just like it is in dhl or ups but not too much work but simple... Once the job is done you will have t run the test script on your host or any free host for test I dont need word press.. have my own host and domain.. All i need is the edit script and the user management you have created...I want to be able to edit the website scripts any time i like...like adding and removing of picture with my microsoft expression web Everything have to be html, php/mysql, javascript any thng word process is not welcome as am not good in using that....
