I had not heard about clipshare until now when I had a quick google and by the sound of it you get the source code for a "you tube" clone. Obviously it is not a youtube clone and oonly something rudimentarily similar but since the source code is all there and it is based on PHP i should be able to help you out. To fix the spammer issue we can set up some kind of captcha(Completely Automated Public Turing test to tell Computers and Humans Apart) system although this wont be fool proof because if someone want to spam your website they will find a way. At least we can turn away the generic spammers. I am not sure how they do with design, is it theme based and if so which system? Either way I should be able to help you with this though I have no idea how much work this would require so my deadline is either very broad or could be it is just a bit short but hopefully it is broader. I mainly work with PHP and while I am not a designer at heart I do know a thing or two about design and having worked with websites my whole life I do know what looks good, what works and so on.
