Create a charge shuttling battery equalizer like this one: [url removed, login to view]
Design it to be modular with each module able to balance 2 to 4 batteries. Batteries will be either lithium (2V min to 4V max) or lead acid (11V min to 16V max). Therefore the circuit should be designed to operate under a wide voltage range (2V-16V per battery). The maximum amount of current that must be shuttled is 10A @ 14.5V.
There must be just three modifications to the circuit:
-If any battery voltage gets too high or too low a relay is triggered until voltages are normal again.
-LEDs to indicate what the system is doing- balancing, balanced, error.
-Circuit should go into low power mode if battery voltages are within [url removed, login to view] [adjustable] of each other or low voltage error is active. The electric vehicle may not be run for weeks or months, so this circuit must not drain the batteries when idle.
You must select the proper component values, and add the features as listed above and make a PCB schematic with gerber files for PCB production. If you decide to make the circuit using a microcontroler instead of discrete components, the source code will be required, atmel controllers are preferred.
This is an open source project with a low budget, so the lowest bidders will have the best chance of winning. This project will bring affordable electric vehicles one step closer to reality. You have most the circuit designed already so it shouldn't take long to implement the other features, select component values and layout the PCB.

1) 10A 14V (140W) on capacitors is not easy. What accuracy is needed? 0.1 V acuracy needs 2000 uF *16V capasitors at 100 kHz.
