Design of an electronic miniature circuit

Looking for an electronic engineer who can design schematics and PCB for the following: 1) Miniature circuit that turns on a mini-LED when a timer reaches 1,000 hours. 2) The board should have a button to execute the counter/timer. 3) When the time is up, the LED should start blinking. 4) The circuit has to have a minuature solar cell and battery to keep the led running. 5) The solar cell will be exposed to the sun 3 hours per day. 6) It's ok if the blinking LED runs out of power for a few hours, however the timer must have uninterrupted power all the time during the first 1,000 hours and a coin cell battery may be required. 7) I will need the list of components with links to suppliers who sell them online Please send me your quote with a message indicating the dimensions of your proposed circuit.
