Administrative postal work in Porto, Portugal

I am an Israeli attorney. I am dealing with obaining Portuguese citizenship for Sephardi Jews. As part of my work, the Jewish community of Porto sends for each of my clients an envelope with a certificate by regular post. Each month they send my clients around 30 envelopes. Due to the inefficiency of the Israeli postal service, a letter takes 60 days to arrive, and sometimes never arrives. I want to change this. I need a freelancer with a delivery address in Porto, Portugal. The envelopes will be send to his address. Each time an envelope arrives, the freelancer will open the envelope and send me a scan of the certificate that arrived. When instructed (probably once a week) the freelancer will send me the certificates by express post with a tracking number. Freelancer will be paid a fee for each certificate + his costs for the shipment will be reimburses, when presenting a scanned receipt. Freelancer should state his fee per certificate + detail the cost and time of delivery of sending and envelope with 10 pages by express post from Porto to Israel. If there are several express shipping options freelancer should detail them. In any case, delivery cannot be longer then 14 days. I will be in Porto 13-14.6.17, and I would like to meet the freelancer.
