I can do a quick and efficient job with your Excel work. I currently run my own editing business in the UK where I also routinely do organizational work using MS Office, including exactly this sort of thing.
I have years of office administrative experience, working in legal firms and insurance companies, and was a Project Manager for two years. Even in the higher roles I was required to do a lot of spreadsheet work, including basic but time-consuming tasks such as this.
Your stated budget is $250+, so freelancers can only bid a minimum of $250. My actual bid is only $40 - please get in touch and I can tell you how you can alter the project perameters to suit you.
