Book Publishing and Editing Expert

I am writing a book, using a lot of books and Internet articles as part of my research. I am not sure of the do's and don'ts and what i can and can't do as far inclusion of the material i want to use. I need someone who is an EXPERT at book writing and has published in the past. Looking for guidance, someone to answer questions and mentor me through the process. I am NOT looking for someone who edits, proofreads rather an expert in formatting a book that will be published. I do not anticipate it will be more than a few questions, couple hours at most of work. If you have published books and work with publishers that is a major bonus.
